I need a good and strong PHP coder with template/web design experience to quickly develop a site with same FUNCTIONALITY as:

ability to add entries for sermons, who-we-are, contact us, our missions, community (this is like a group), Make a donations (this is not paypal - just provide address where someone can send donation to)... they are all mostly input and out screens.
BUT the site MUST LOOK like the attached picture. I will provide you with the template. Note that this is NOT a static site but PHP/MySQL content driven site.
