Wordpress Theme Modification

I am looking for someone who can help me design the Wordpress theme per my requirement. It is very simple requirement because all the features already built ih Wordpress. The task require modify or add one or two Wordpress hack plugin. View Level Plugin, allow to control which view able to view post. All design should be IE, Firefox and Netscape browsers valid. Also the CSS and XHTML valid. I have design model in PDF file for your review.
