Fix picture upload [login to view URL] function and improve load speeds of website

Only for developers with strong knowledge in how to improve load speeds and with good experience from previous similar work. I need to see some good improvements when it comes to speed. 1 Second improvement is not what i am looking for

Had a developer make a few design chances on the website, some custom theme edits. But now the website load speeds are not as good as they used to be.

Before i had a really snappy and fast website when caching was warmed up, but now it seems like the website is taking long to respond, the website front page size was 5mb before, and load speed was snappy and fast. Not i have lowered it to 3.3 mb ish. With some picture optimization but its still no back to what it was.

I am using WP Rocket, and i wont be changing that as it worked really good before the changes. I am also using opcache , currently disabled..but without it i still had load time of 1.8-1.9 seconds from Sweden.

When fixing this, do not create 10 new problems because of agressive plugins screwing things up. If problems area created from your optimization, i expect you to fix those withing the same budget.

Second problem is that when the second developer was done with the changes, when uploading a picture, as a futured image for excample. You normal get 3 choiced when i to size, normaly thumbnail , medium and large. I believe this is standard WP function.

This function is now missing, it just uploads the pic but does not use the [url removed, login to view] function to create different sizes of the original picture. I need this function to be back and fully working.

Server is this, so hardware is not a bottleneck:

Dedicated server

* Windows Server 2012

* 32gig ddr4 ram

* 256 SSD Drive

* 1gbit dedicated connection

Dont suggest CDN, as i wont be using that

Dont suggest using linux, that aint happening

Dont suggest ISS, wont happen

I got WAMP installed with apache + php7 and mysql etc, thats what you got to work with. The server is giving 8gig of ram to php, mysql also have shitlods of ram available. And WP ram has been dedicated 4gig of ram

I have another website on the server, not WP, but it loads crazy fast without issues.

Also take a look at the htaccess file, might be room for improvement there, not sure if last dev did any changes there or not or messed something up. But from what i noticed, it looks normaly...but still check.
