Telegram Native App for sending messages

I need an app that can do the following you open the app, it will ask you for login. After login you can import excel sheet with numbers . You can see list of numbers in your application. You can click select all and write message to send bulk message to your telegram contacts. The will also be another option to send single message. You have to provide number and write message and click send. Log will be maintained of numbers whom message is sent or not. Message will be sent to numbers that are in your contact list and added to sent list along with message. Other will be ignored and will be added to not sent list. There will be a settings option where you have to provide your api key and api code etc, you can get these from you account App will take control of limit of messages per minute and send rest of the message next minute.

We will send 10 messages of less each second. First second 10 next 8 next 5 next 7 next sec 9. Like random.
