Make cart/place order page for my website(online store management project)

Firstly: I need a PHP(codeigntor) developer who can add product in cart, place orders, orders should be placed after applying the discount using promo code(on overall order) and adding tax on each product. The db should be in the best Normalized form and he must have the knowledge of transactions(commit/rollback).
Secondly: A module of cash management of store is also needed, where the cash of store can be credit or debited and the (credit/debit )balance should be shown.
Thirdly: A target management module should be used, where we can give the target to the user(compulsary/winning) / (once/recurcive).
