Video Editor and Thumbnail Designer

I am looking for a video editor that will edit 7-14 videos (each video is about 5-15 mins long)for me every single week. There isn't any special effects needed. Just simple trim and cut a raw video, and being able to format the video according to the platform posted.
Requirements:
-Must use adobe premier pro
The 3 Platforms that I use are:
-Instagram I want my videos to look like Gary Vee's [login to view URL]
-Youtube (this is the format of my videos including thumbnails, [login to view URL] )
I do not pay by the hour. I will pay per week. tell me your price for 7-14 simple cut and trim video edits. I will provide you with templates for the thumbnail as well as templates for the instagram edits.

Max weekly budget is $150
My process would be
1. I record a raw video file and put into a google docs folder
2. The editor would then take that video and edit it into youtube or instagram video depending if I put it in the youtube folder or instagram folder
3. The editor would then place the final edited video into a folder
