Send voucher via SMS on payment

I use a payment gateway that sends an ipn on payment, a billing system with vouchers and a playsms server. I want when a payment is made, a voucher with the same value as the payment is sent via sms to the payee. The payment should be saved in the database, so its not reused, incase the IPN repeats the same payment.
NB: the IPN contains details a json payload with the following details;
