I need an experienced designer to create a book cover for the paper version of my ebook manual.
Here's the cover I would like to use like sample

You should get inspired by that and create a new one for my book, using the photo I attach (not necessarily on the black background).

After the initial design with dummy text, I will give you the actual text to put on the front and on the back cover.

P.S. My budget is 25 dollars since I noticed that many providers will just quote my budget. So I don't want you to be influenced, and I'd rather you give me an honest quote for a well done job.
