Joomla Componet! e-forms (READ ALL)

What I am looking for is someone to make some customizations to the existing Joomla program "Community Survey". Or start from scratch, what ever works to make my component flow just like it. I will supply this component/licensed to you if I pick your bid. And a couple forms you must insert into the new system. Must work!

I want to turn the language into a "form" component rather than "survey". I want to use this "surveys" component as form management system. No frontend or backend branding. I must be able to install this myself with joomla 3.x

I want to have/keep an administrator section to log in, FRONTEND & BACKEND and view AND edit the completed forms, and view AND edit the information about the members. Must be able to view progress bars for the forms being completed. (Admin should also be able to create new forms)

I like being able to send forms to different users. this i would like to keep.

I like being able to the way this program is setup and flows. I love the features. I just need to make it all about very long forms.

I want the progress to "save as you go" so users can logout and return on a later date and not.

(here is the tricky part) When clicking on "reports" I want this to be a list of forms completed.

I want to be able to message users in their private inbox about the forms they are filling out.

I want there to be a custom HTML section where the admin can add the real PDF form into the website to be viewed, edited with the custom field so the

"print view" will display the real PDF form. I want to be able to print the pdf form with the members information.

There must a section were the admin can log in and create forms with ease.

There will be admin options, manager options, and regular user options.

user must have their own page to view each form they have filled out, and each form they are able to fill out. NOT "view all" forms, but only the ones they select or are sent by the admin.

some forms may be 25 to 30 pages long. You must do the first form, and have instructions on how to do forms from there on out. You must train me to use this system as part of this deal or it it otherwise pointless.

There must be a way to attach additional forms to the end if certain radio buttons are enabled.

There will be a few other things pertaining to this form system that you must complete, but some of it is cosmetic. this form system must be bootstrapped, and match any template CSS and must work on all of the latest frameworks T3, WARP, and GANTRY. My users should be able to login, access a list of forms. each form shall have its own url. Forms will be completed in a wizard, but viewed in a custom printable format with the correct forms. Users should be able to re-enter information even if completed. The admin should be able to login and see all users, their forms, and progress bars. and create and edit all things from frontend and backend. Under each creation of forms there shall be a cust HTML or PDF to print forms, almost like a form filler. If you have a better way to do this, I am open. but these are the things I must have.
