Fix Code to Eliminate FUOC on 2 websites and Optimize

I would like the following clean up and optimizations done:
1. both suffer FOUC where occasionally the website will begin loading with a flash of unformatted content. We need this removed by someone who understands such things as CSS placement.
2. WE would like the page load and size optimized for fastest load times of both sites;
3. [url removed, login to view] relates that we have pretty good SEO but we need the identified shortfalls rectified.
