Cloud Based Storage, Encoding, and Media Server

Create a embedded server solution, with a vanilla linux os, that can operate on standard 64bit/32bit pcs; for cloud based storage and computing. The system must have transcoding capability for media files, multi-server access and control, spliting tasks/delegating for cloud based computing / storage (speed up transcoding by breaking a file into multiple pieces to encode then reassemble), user control functions. A desktop application that allows users to easily migrate update files (setting permissions so files are stored in cloud but not immediately downloaded unless the user elects to), web based access for files and control system for admin, expansion and control for usage with Amazon EC2 (so a Amazon application is required to integrate with the embedded os), the ability to control costs for Amazon matrix's.

ios/ android app for viewing files, download files, automatically upload files (pictures / media), live streaming of camera via server and encoding.

System must boot into web based html5 control panel immediately, so user does not interact with Linux at all.

System must be 100% html5 / php for web interface to maximize compatibility and allow for embedded media streaming. Amazon portals for EC2 and cloud storage modules would have control functions to mitigate costs, bandwidth usage, and have "flexibility" - so if if budget allows for additional usage then it expands accordingly - if theres no budget then it does it accordingly.
