Static HTML Pages for Back-end admin application (Only Designing Required)

We are looking for a Freelancer for Static pages designs. Like Admin Dashboard, Admin, Distributor, Dealers login Pages. Some pages will requires tables for different reporting but everything will be related to designing of pages and rest our developer will integrate them with database. We need approx 30 pages & popup windows needed. All pages we need in HTML and compatible with PHP for MySQL database integration.
All pages should passed W3C passed. Designing should be done in Adobe Dreamweaver or similar application.
They should be fast in loading and easy for code integration. Pages should be able to open in all browsers.
Before we go ahead, we need a sample page of Master Admin Login Page to check if our developer can integrate with your work.
Once project is awarded we need entire work in 2 working days. We wont pay any upfront payment but release milestone immediately once work is done satisfactory.
Our Budget is between $60-$80 for this project, so more than this budget we wont be able to entertain any bids.
This project is all about Backend pages, NO special graphics required. But pages should be well informative and smooth in use. So please keep in mind PSD not required in this project. As NO graphics is involved in backend.
