Create XHTML + CSS from PSD

I need to change this template into XTHML and CSS. It has a few challenges in terms of:
- Paper like patterns that needs to be dynamic (i.e. if the text is longer than in this template, it needs to dynamically stretch)
- Header links that should change according to which page is chosen.
- Hand writing like lines that needs to be dynamic (the box that has the text "Svaret blir 67%" in the template)
- Jquery to make the image in the template gently shift between many. It is perfectly fine to use freeware scripts like lighthouse or similar.
