Custom optimise/troubleshoot wordpress MySQL database

My wordpress website load times are very slow (especially backend) due to issues with the db. I need someone to look at:
-The character encoding standard (the database has been in use since around 2005 so we had to update it to a new character encoding system).
-The wp_options table (it's much too large; auto-loading may be an issue).
-We also want to get rid of anything that's not necessary or depreciated to get the overall size of the database as small as possible.
I have already run db optimisation plugins. This needs more than that.
