The study applied the difference-indifference model used by other countries in measuring the success rate of the Pantawid Pangpamilyang Pilipino, a CCT program by the Philippine Government, to the literacy rates of elementary students in Central Visayas. The result yields a supply side problem where increase in enrollment rates caused a shortage on the classrooms, books and supplies, and teachers which result to a significant increased in drop-out rates.
