The initial goal of the project is to stream a Windows 10 desktop/monitor to multiple clients at lower than 100ms latency. Essentially video conferencing. DXGI desktop duplication and ffmpeg should be effective. If the latency introduced by ffmpeg is too high another encoder like x264/h264 might be necessary. It may be necessary to convert the directx 2d texture from RGB to YUV before sending to the encoder. Audio, hardware accelerated video encoding and network transmission are secondary at this stage.
