FLASH VECTOR Artist/Cartoonist needed URGENT

I have had two different designer accept this project, and then were unable to complete this as they did not know what VECTOR ART is. If you are not sure, please do not bid on this project.
I am looking for a person or team of artists to create some FLASH vector art designs for me (30 in total) I want the art work created as VECTOR ART. I do not want individual bids for each design, but a bid on the total designs needed. My Max Budget on this is about $150, if I am really impressed I will see if I can add a little more to that.
I am looking for Cartoon or Comic Book styled Scenes/Backgrounds:
City, Landscape, Rooms,Parks and Forests (I will provide details once I have decided that you meet the requirements for this).
This vector art needs to be provided to me in a FLA format. You are welcome to create it in Illustrator, or any program of your choosing but the final files must be provided in FLASH.

Now please keep in mind I can purchase these images from them for about the price of my budget, but I would prefer to give an artist the opportunity on this.
I will provide details of the project and the designs, once I have had a chance to review some samples.
