country/state dropdown to remember previous select on form error

We have a user registration page that when an error is found with the input (on sumbit/$_post), prefills all previous fields again except for the country and state.
Those options are currently created using javascript so that when the user changes country the state repopulates with valid options.
We need these fields to remember previously attempted answers as well, the other fields on the form quite easily manage this with value={$[url removed, login to view]} however we anticipate this job will require the $_post for state and country passed to the javascript (as javascript cannot access it directly) and code added to change the selected items.
the [url removed, login to view] is smarty and the javascript is an open source country/state form dropdown.
This job is for several lines of code and as such freelancers that do not include a guarantee the project will only take one hour will not be considered.
