English to Arabic DTP services required in PDF

Dear All,
We have a file in English ( in PDF format ) . At the other hand, we have an Arabic file ( in MS word format ). The PDF file is full of images and proper layouts. Whereas the Arabic file is simply a file without any proper formatting / layouting. We want the Arabic to be made as per the PDF file in English. The Arabic should be layouted or formatted exactly as per English. There would be around 25 pages.
