Washroom Design Layout

This layout and design is for the building permits for a barrier free washroom. This washroom needs to meet the Building Code in terms of barrier free design (handicap accessible) and construction, but also has to have the smallest footprint possible. It is a free standing washroom in an industrial condo bay which is mostly unfinished/undeveloped. Essentially the washroom is freestanding on 3 sides on the 4th side backs up against a perimeter wall of the bay. (I have attached a rough sketch to give you an idea) There is already a washroom in place but it is not barrier free and possibly not upto building code, so I need to correct this issue. I will provide all the measurements and construction details of the existing washroom, and hopefully only small modifications are required and all building materials can be reused. The winner will have a solid understanding of what is required for building permits and construction principles in Canada. I can provide the specifications and dimensions for barrier free washroom design, but the freelancer will have to have a solid understanding of how the washroom should constructed and attached to the existing structure.
