I need to have my own Business ,needs online University offering the whole courses for any fields of online E- Learning (management , Engineering , Computer ...etc) and offering Bachelor degree and post Graduate Programs , Master degrees ....it's not a professional Degrees but Acadimic , i have partners and we want to run the first RECOGNIZED Egyptian E-LEARNING university in Egypt . website is to use the LMS software , E-Learning gate , Students & instructors login , Administration Login , Online payment gate ..etc ... a compelete E-Learning website ...either the nnormal website which is providing the information about Acadimics , Admissions , about us , administration , COUNSELLORS ..etc
we have no campus or infrastracture ...if you need an exampl so it's like DON BOSCO UNIVERSITY [login to view URL] or ASSAM DOWN TOWN [login to view URL] .
thw website is to be uploaded with all of the curriculums ( this is mandatory ) for all the degrees , choose any books with ISPN numbers , modules is online , it needs somebody who is having experinces on this field and no professional degrees , it's BHC then PG Diploma then MASTER and no PHD required .
No Virtual Learning required .
CBT ( Computer Based Test ) ..is MUST ..... Study center is online and tests are online , system for the registrar .
Assessments is required of course .
your project is an open source for any number of students and instructors .
in case of your acceptance we will pay only 50 % and the other payment after 6 months to check your service ,
some are doing games and limit the PLATFORM to get more money , that is FORBIDDEN with us .

i need normal Front page (Like Company or normal university ) website showing normal articles (about us 0 counsellors - board-admission -intakes - Academics programs divided into Undergraduate,P/Graduate and to explain each and every program structure Like on PDF - fees -Contact us - APPLY ONLINE with application form - ONLINE PAYMENT .....then once the client (meant the student ) is secured on hands then the next step is to have online Student login for the training courses (this needs no more explaining but he is limited to the courses he applied for with consideration to the frame time of his studies by Credit hours or by semesters , assessments , online Exams .
same time there should be control from our side so being the administration we need a professional platform to manage all of that even the instructors .....clear ?if somebody done it for 1 college or institute is allowed to join us .

I am an expert in elearning systems and development with over 13 years of experience.
I'd like to further discuss this with you, but if you are expecting to do the whole project within the cost range you mentioned, then I am sorry that it is too much little for what is needed.
To summarize, what you need is a combination of many different things, specifically
1- Official information website to help identify programs and provide details to the public audience.
2- Admission system so that students can register and provide details then to be approved for admission.
3- LMS, the main system to be implemented, setup, configured and customized to your needs, to be integrated with the admission system
4- Courses development as you need many course for each program, ideally for a university you will need at least 30 courses for each bachelor program covering all subjects needed.
5- Certification system.
You may also need optional additions like:
Virtual communication system, Project management system, document system, administration system, financial system, HR system and maybe some others.
In most cases their maybe some kind of integration to help minimize management time and increase effectiveness.
