Joomla site modifications and fixes

You must be able to work on Joomla 2.5.4 and be able to hack code for modules and such. I need this to project to be started tomorrow 7/17 9pm New York time. Hello, I have 4 issues that need to be fixed. 1. A module that I use is dependent on Mootools. I have disabled mootools and need this module to use JQuery or some other JS script. The module allows me to select articles and scrolls the articles vertically in an area on my site. 2. Adsense is being loaded from the banner component and module as well as metamod (to be able to put it on certain pages and not others), but Adsense is not always showing up. I am running some cache component and script merge that minify's js and css. 3. Weather module that i have is custom coded to serve weather by detecting geoip, but now the plugin is caching and i need it to not cache so that each visitor sees their city and state and relevant weather info. 4. Many times my site is messed up, like no css, and I have to hit ctrl+F5 ... I want to be sure that people are not getting these bad pages.
