Build A Personal Website

Looking to have a small sleek website made up for me. The design can be up to the discretion of the designer but it must have some elements included. The colour scheme should be some natural, neutral colours with an easy to read font with five buttons labelled Home, Rules, Forum, World Facts and Advertise. These should all be predominately displayed and easy to find for navigational ease. The buttons should light up when the mouse moves over them as well, and when on the particular page (Except for Forum) the buttons should be lit up. A space at the top should be reserved for a banner that will be 900 wide by 350 high. The World Facts page will need to be a simple page that can be set up to link to another generic page that will be used multiple times to hold lots of information. I would prefer not to have the information in a scroll box, just allowing it to stretch the page downwards for however long it needs to be. On the advertise page it needs to be integrated with a [login to view URL] message board. I can provide you with the credentials so that you can tweak it into the page. The site should be compatible with smaller resolutions. I'll fill in the information that will go on each page after the site is finished. The pages should all be done with similar, if not the same style so that there isn't much difference when one moves from page to page (Though I suppose that's an obvious thing and I apologize if it sounded condescending.)
