Twitter Performance Tracker

We are hiring a developer to create only the beginning of an application. If this milestone is completed well, there will be more work immediately. The requirements are as follows:
A website where people can create a simple account, put in their twitter handle, and automatically all their tweets appear on the website, with a small dashboard that has the number of followers, tweets, accumulated retweets, average retweet per tweet (simple accumulated retweets/tweets calculation), accumulated favorites, average favorites per tweet (again simple calculation).
We want the home page to include just a statement that says TRACK and a place to enter their twitter handle. The user would click track and the next page would basically include what I stated above.
For completion of this project, please have this up and running on a development webserver I can access to test its functionality as described.
