phpbb or vbulletin mod

Here's what I need, An addon for either phpbb or vb, I perfer vb as its more stable but phpbb will do as its open source and there's more developers for it. This addon will add voting features on the threads as well as its posts. Users can unvote after they have voted. Users can sort posts and threads by the amount of votes. Posts with negative votes can be hidden unless clicked on. This would replicate [login to view URL]'s features on either forum. I would also like the templates changed a bit to look more like [login to view URL] [login to view URL] is selling nuratings for $20, that's fine but id like a more customized version and that doesn't include template changes, as well as to have a coder for other projects later on.
