I am guessing that this is a project you designed in order to make contact, as only the sub-contractors can usually afford to accept such a high bid, since FL takes their fee up front. If you are serious you should make a smaller project in order to see how it works. You can break your project into parts and then keep adding parts for the same freelancer once you have the one you want. Since you do not indicate how much work this will be or even the format I bid the lowest amount. We can discuss this further. I am the best person for this, as I have done theses and dissertations on this subject plus a book for the Hong Kong Developer' Association on Outsourcing Project Management. I have also done project management where my team was all over the world (not much sleep on that one.)

I do not work cheaply, but I work fast and my deliverables are always excellent. I am A+ and CNE certified and have several degrees plus published work. The packets of samples each contain my resume and they are self extracting archives, because I had a lot of people say they could not use winzip or WinRAR. You may have to turn off your antivirus to download them, as they are executable, but they are not dangerous. I archive samples and the resume to keep search engine spiders from crawling them and publishing the content.
