MMORPG Reverse Engineer to make Local Server of a game

Basically what I want is to have a private or local server for an existing online PC game. All content of the game is downloaded to the computer and the server is responsible for managing the game, rules, sharing etc. The purpose is to have my own server for that game and do not require the internet connection to enjoy it and play it. and i want to have the control ingame like admin commands.
