I'm very familiar with content strategy. Meaningful content can't exist in a void, and the process of creating it can only happen after a complete content audit and thorough review of your site's analytics.
After those simple steps there are other factors to take into account (triaging revisions for time and budget constraints, etc).
There's understandable temptation to hire people to create new content immediately, but if you do that without the planning framework a content audit will give you, you're not going to meet the needs of your customers.
