Optimize CSS, Improve Mobile Loading Time from Good to Great

I am looking for someone who is an expert at increasing the speed of a WordPress mobile website and customizing the code by cleaning up CSS. I am looking for someone who can do this without adding plug in. The website is built on Astra Pro. I use Asset CleanUp: Page Speed Booster and Nitropack already. I have a 99, 92, 100 on Google PSI for desktop but mobile is 81, 77, 100. There are also a couple of rendering issues I need resolved.
