DC Motor Controller with Load/Resistance Detection

Dual DC Motor controller with load/resistance detection circuit/programming. Device need to have a power saver feature. The coder will be responsible for a circuit diagram schematic and programming (Manufacturing of the device is not required). A PIC processor or any other "low cost" processor is acceptable for this project. Motor direction will be handled by reversing the polarities of the motor. Input voltages will range from 10v-16v DC, The motor does not have to operate exactly on 12v DC but as close as possible would be good. The motor speed will vary depending on the output voltages, so around 12v is optimal. When the voltage drops to 10v it would be acceptable for the motor to operate at 10v, but if the voltages are around 15v the motor should be close to 12v. Example (6 months from now be able to add a new feature to design) For additional money of course. -Motor will be 12v DC and have a load of 2.25 amps ??" 3.5amps -Circuit needs to be able to handle 2 different DC motors at once and independently -Changing motor directions will just reverse voltage polarities (Regular 12v DC motor) -Circuit must be able to operate with voltages between 10v ??" 16v DC -Must be able to detect load/resistance on the motor. Example (at 12v motor will draw 2.25amps and when motor encounters resistance, motor draw will climb to (10 amps at 12v) This is very important because design of the project relies on this function. Another example of calculating load would be based on percentages.
