Flash Developer Needed for (fairly) Simple Board-style Game

I need someone to create a Flash game for me. Basically, it’s a map of the U.S. where up to 4 players answer multiple-choice questions about the states to move their “vehicles” across the country. The game board has been designed. The questions and answers have been created and are in a spreadsheet. The desire is to have the game be a standalone executable file that can be launched from a CD, preferably without needing the Flash player or browser to run it.
