Rich Media (Flash) Banner Ads Templates

This project requires extensive knowledge of Flash, AS3 and building Rich Media Ads for the Google Display Network and other RTBs. We are looking for Banner Ad Templates to be created for each of the standard sizes in the google display network both in standard Rich Media (flash) format and in Expandable Ads. (past experience in creating expandable ads a requirement.) The templates must be able to link to external image files via Action Script or an external XML file. All Source Files will be required, .fla, etc. Previous experience with Adobe Scene7 and/or AdobeTest&Target would be fantastic, but not required. I am flexible on budget, looking for very high quality work. I would liket see examples of previous work including using AS3, XML files for external image files and expandable banners. Thank you!
