Ipad & android app required for visual book -

In the first place I need some idea of cost per childs book app . Each book will contain an opening graphic and approx 10 short animated scenes that include text .I hope to make these available as an Ipad & android app ? You would need to advise me on what format each book [ 20 in the first series ] would need to be in for you to create the app ? Is this something you could do ? Each book will be totally self contained [ you will need to advise me on the type of file required by you ] and what you would need to make it as an app. I will admit to not knowing a great deal about this but will be guided by your expertise .
