Wordpress theme with advanced features

I need a developer WP that is able to create some advanced functionality. The basis of the theme should be Underscore (_s) and for graphics Twitter Bootstrap. Neglecting the graphics features, dedicate to the functional elements. In particular must be developed backend systems.
