Pay on rank SEO - google.com first page

I need an SEO expert, who works with white hat methods only, to provide off page SEO work to get a website to rank on [login to view URL]'s first page. The rank is needed for one keyword, not very competitive. I will not require weekly reports, just some informal feedback of the work in progress will be fine. The payment will be made once the rank is achieved and if your work is satisfactory we can set new goals (such as reaching top 5, top 3 and so on) which will, of course, be made in the scope of projects with higher values. When bidding, please provide a description of the methods you intend to use. Any references from past similar work will be valued.
