Specialist search engine

I want somebody who can program a search engine that will search across multiple auction sites. I want to be able to upload a csv of what I am searching for and it will return to me a list of all the entries with prices for that product. The products will be very specific so the returned data should not amount to more than 300 hits per item in the csv. The application should be hosted and run from a website and allow for a selection of display options for the results data such as nearest match, least expensive, most expensive etc. In the initial version this will work on all ebay sites world wide but going forward should also work on all of the 2-3000 auction websites worldwide plus on sites such as Amazon, and other fixed price sites. Initial project is for a proof of concept and I will want repeat work for the next 12 months until completion. On successful completion an additional license based payment will be arranged. Total budget for the whole project is $10K but for this part much less. Please ask questions to make sure you understand what I am wanting and if you cannot see it through to the end don't offer.
