129823 Flash Menu or Javascript Menu?

I need a drop down menu created for me that will drop down over already existing page. For instance you can look at this drop down menu on http://www.rocklin.k12.ca.us. Well I would like for it to function like that menu but instead of the menu being rectangle, I would like the links to look like the attachment below. They are signs swinging on a chain. I can provide the graphics if you can make them pull-down on mouse over and each sign should be clickable to another html page. I do not want the whole site to be Flash, Just the menu itself. But I'd rather it be in Javascript and no Flash at all if possible. Is it possible to do this with Javascript rather than Flash? Maybe you could show some examples of your work in the PMB.
