Popup Script to reside on the popup page ONLY!!

Ok, very simply quick project!!! I need a script which will create popup windows with just the browser window, no borders, scrollbars, menu's, no address windows nothing just the very basic stripped popup only. Ok the issue is that the popup can only be called from a plain URL link from a BBCODE Forum. So the actual script for the entire popup needs to be on the actual popup page itself, it cannot be in the forum where the link is so the only place the script for the whole popup needs to be in the code of the actual html popup page. The popup page will have a TABBAR on that page with iframed pages within the tabbar so this is the only way we can show that page via a plain URL link. The only thing that can be done on the website where the forum is, is I can add a HTML module with code on it which will be available to all pages. The Website where the forum is is an Enjin site which does allow html code in a module which can be placed in the module and it will affect all pages but you would need BBCODE tags to activate the popup which doesnt always work. The webhost where the HTML pages are in the TABBAR is my web host which I can access and doing anything with so thats why the code in the popup is the only real option. I have created a minimum maximum bid for this as I am sure this is a very quick job with your code.
