9 Plug-in scripts

Hello, I'm building a HMTL page that has nine buttons on it. Button one needs to operate relay one of an usb external relay board. The Manual with sample drivers, for this relay board can be viewed at [login to view URL] . Button Two needs to operate relay two, Three to relay three,Four to Relay Four, Five to relay Five, Six to relay Six, Seven to relay Seven, Eight to relay Eight, and Button Nine needs to reset all relays to off. Also each button needs to set all relays to off before operating the corresponding relay so that only one relay would be operated at one time. I also need a time delay (that I can adjust the length of) between the operation of relays. This is for a Windows XP oper sys. I have tested the board using three of the samples software shown in the manual and the board works good but I do not know software good enough to get this page to work. The hmtl page building software that I'm using will let you associate a JavaScript or a file to a button. I need someone to write a plug-in that I can associate with each button that will make this work as described above.
