Recipes site design + set up

I believe this can be done in Wordpress or Joomla (I prefer). So I am looking for an experienced Wordpress designer/programmer to set up a brand new recipes blog (like this one [url removed, login to view]). However, the page needs to be in Serbo-Croatian language with English option as well (I believe that there is a plugin for it).
The site will need to have the following options:
Print recipe
Share (Facebook) - send/like
Also a way to like the facebook page (will create)
Comment with FB Account (as on [url removed, login to view] site)
Google Adsense + amazon products friendly (like my site [url removed, login to view])
be able to search for recipes
Would like to be able to upload recipes via CSV or excel (not required though)
I will need you to give me instructions on updating the site.
