hi! those ddos attacks can be from the inside or from the outside. try to read the logs of the OpenVPN or at least look at the ifconfig command's output - which network interface consumes a lot of traffic.

What I would suggest is capture the traffic and Identify its origin. Next we can look at the best way to protect against such attacks, with your current setup there is not much you can do. I am not sure what your budget is or how many servers you currently are running, but there are several ways that we can attack this.
