Hi, I must say that this app will take much time and the budget will go beyond your expectation. This is not a project which can be done by available app developers. Here success will come only when a team will work on this under a good project management. First part will come as documentation ( project plan, proposal, NDA, SLA , PO , then SRS approval, Kick off, MoM etc etc….till project closure) where you can assume how much hours of effort is necessary then it will go with development then testing ( which is again a big part as we will follow peer review, self test, unit testing, system integration testing and user acceptance testing). We will follow classic Water fall model as SDLC. My bid is a bit different than others and my budget as well. May be you may ignore my bid for this high price if you don’t have that much budget but I would request you to discuss with us because working with a freelancer and working with a company like us which is a partner of Microsoft and pursuing ISO 9001 -2008 and CMMI L3 Quality certification are totally different thing.
