Write an iPhone application

Looking for a mobile app that will store documents tied to a user's account. Will work much like iTunes but with documents instead of music. account holders can upload documents, mobile and web users can search for documents in several ways; name, category break down search, ID# and bar code scan (possibly more options). Results show document preview of random page numbers, pricing for download is set at a price per number of pages, based off of x intervals. So if document is 1-20 pages- $1, 21-40 pages $2, etc. User's documents are stored in their account to view anytime, view mobile or web browser. Would like the web interface to be responsive but also have an app alert/download link if they go to the site via a mobile browser. There will be a commission payout for accounts that upload, a standard and then a manual override, as well, for user's offering free download periods, there will be a download log that creates an open invoice for each download used via free code. Then basic pages, help, contact, about, etc. Developer must have excellent communication skills, availability during normal pacific standard time business hours and an urgency to get projects completed.
