iPad Recording Apllication

I am looking to build an iPad application that would allow for an individual to write on a paper to explain the concept. The application should also be able to record the explanation from the individual via the microphone that is integrated in the iPad tablet and record both the visual and audio components and save the file as a .mpeg video format. I plan on launching a video website so that these videos could be available for viewing on on our website. The iPad application should be able to easily upload to our website via an upload script on our website. I hope to work closely with the chosen developer to provide more specifics on the application and website.
