WPF UI view with very little C# code, some image resizing

Hello, I am looking for someone to program a single WPF UI (user interface) view. (by view I mean screen or window) I have attached a design prototype image with some comments. The only C# coding is to show a message prompt when the user clicks an item in the treeview control. For data, there is no database, you will only need to show some sample data, (images and text). Can be any image and text. I am also asking to put in icons and images and to work with the images resizing. The icons, if you could manage to make them or get from the internet, the requested image, or if it's too much to do then it could be any image is just as fine. The images should be vector images (for icons I'm not sure) so that they do not loose quality when they're size changes. Although in the DataGrid I would like to see 1 bitmap image in there to see what it looks like but the rest as vector images. The images, as well as the entire windows should resize well on different resolutions, you can test with a range of 800x600 -> 1366x768 for exampe, as I will be or basically the range of resolution on your pc or laptop. I am willing to hire you for this project even if you have 0 or little rating. You can just tell me about your experience with WPF when you bid and/or your interest in the project, and what you think about the requirements, if you think you can do it or if you would need more time, if you think that 3 weeks will be enough time to finish. I am using Visual Studio 2012 so you must create the solution in a version no later that 2012 or I may not be able to use it. Do not worry about styling, you can keep the default appearance of the controls. I will pay $175 for this project.
