Update and develop an existing Video streaming website

Hello, MY SERVER IS DEDICATED AND IT HAS " FFMPEG" WITH THE FFMPEG PHP EXTENSION INSTALLED AND TESTED FUNCTIONAL. I mention this so that full website development can be executed. The current site I have and need to be maintanced is [login to view URL] It has been developed about 60% but is lacking some features and coding to make it fully customizable the way that I need it to be. I need an professional programmer who is familiar with streaming sites to finish the development of this site while also adding to the visual/graphic aspect as well. Here are the points need to be excuted: 1 Full customization of Users, Channels, video up loading/downloading/streaming. 2. Needs database for users and administrators that sign up/register 3. Needs CMS ( there is an existing one but it can be changed or modified) 4. A Reference site is [login to view URL] or [login to view URL] 5. Needs to work across all operating systems, web browsers, and pc/mobile devices. 6. Example of universal free media players that could be used for playback on the site are found at [login to view URL] or [login to view URL] 7. All popular videos formats need to be accepted for uploading/downloading/streaming. The coding for this website contains some of these features but it is still incomplete.
