bandwidth manager

I am looking for someone experienced in networking enviroment, IP protocols etc. Want to build a bandwidth manager for windows 2000 and 2000 server. This would be based on and Intermediate NDIS driver. With various filtering rules, one would be able to limit connection to and from a server running the bandwith manager via a GUI. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Exclusive and complete copyrights to all work purchased.
