Ticket/Call Center PHP/mySQL with full permissions & reports

We need a support center with multiple levels as follows:
1. An Administration where everything is accessible:
Add Retailers, change membership levels for retailers
Membership levels are based on permissions and time limits (how many months before expiring)
Add Customers to retailer accounts
Change permissions between basic, silver, and premium retailer accounts
Add Manufacturer accounts that can view only reports that pertain to their products
Add sales reps
View all tickets, reports, followups etc
2. A login for retailers and retailer sales reps:
Retailers are broken into sales reps and management, with different access for each
Add a customer account, including name, address, phone, email, sales rep, and details.
Customer details would be information about their purchase from the retailer. make, model, serial etc
Retailers can view tickets submitted by their own customers, but cannot reply or edit them in any way
Retailer sales reps get an email if their customer opens a ticket. The retailer management also gets a copy
Retailers can view stats according to their account level
A sals rep can only view their own customers and customer tickets. A manager can view all for their retailer company
If a retailer membership expires, the retailer cannot log in or receive email alerts, but their customers can still create tickets and data is still stored for the future
3. A login for Support Personnel:
Support can create a ticket for the customer, or reply to tickets made by a customer
Support can view any tickets, but only update their own
Support can pick up any ticket, but once assigned...it is theirs.
Tickets must be picked up within a time limit. Once picked up, they must be updated with a callback and a follow-up time must be set to contact the customer again.
Once a customer is entered in, five followups are automatically scheduled for a support rep.
One rep will do all five followups, so if they pick up a "sales followup", they are picking up five over the course of a year.
The support rep will be reminded of the five followups via email, and they will log in to update the followup
The five followups will be canned questions for the customer regarding their purchase.
Each followup response will be emailed to the sales rep that entered the customer in, as well as their manager
4. Customer Login
A sales rep will enter in the customer after a sale is made
The customer will receive a card (at the store) that gives their log in info as created by the sales rep
A customer can log in on the site and create a ticket, update one, or view old tickets
5. Manufacturer Login
Manufacturers can view limited information reports based on customer problems and followup data
Information can only pertain to their brand of item
For instance, top 10 likes and dislikes...top ten products and bottom 10 products
Information will be based on questions reps have asked customers
6. Sign up for Retailers
All members of the site have to be set up by admin, except retailers and customers.
Customers are signed up by retailers, but retailers can sign up via the web through a web form
Credit card payment via paypal or phone, with 4 levels of membership: trial, basic, silver, and premium
7. Hierarchy:
-Admin
-Retailers (ie: mycompany)
->Managers
--->Sales Reps
------>Customers
-Manufacturers
-Support Personnel
8. Each type of user has a different login page, although data is all pulled from the same source:

9. We must be able to put this on our linux server ourselves, we will not open it up for anyone else
