C#/MS SQL database monitor

I have a MS SQL Server 2k DB where a particular table is updated periodically (up to every 30 or so seconds). The table size is usually fairly small (<100 records). I need c# code that will run constantly to: 1) run a query on the table to determine if any records meet selection criteria (where a particular field is not found in a column of another table - this can be done either as a left outer join/null, a select where not in, or just using a view as a shortcut). This is easy, but I include it to be complete. 2) take each record and create a fax to a fixed number. This would ideally be done using the available XP COM, but any way of getting it out would work. 3) update a field within each record with a specified new value (i.e. the Status column is updated to "acknowledged" for each record). 4) Repeat the cycle every 30 seconds. I will fill in the actual table/column values, as they may change but are easily modified within the source. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
