webportal design with CMS (xoops or joomla)

This project is to design a entire web portal for a online community related to celebs or famous people. We require total CMS integration (Xoops or Joomla) and applications with details in the attached file. The coder must be well-versed in CMS (Xoops or Joomla) and be able to tweak it to serve our purposes. A nutshell example will be a cross between [login to view URL] and a music portal like [login to view URL] Website layout and design experience is also a must. I will include a website template from template monster as well. This is challenging project with many other phases to implement. This bid is only for the first phase and the successful coder will encouraged to continue with the rest of other phases. The website MUST be accomodate chinese and asian characters for the 2nd phase. Please see the attached for the details for the website portal. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform All browers (IE 5 and above) to be able access the webportal.
